Financial crime prevention dominates the payments agenda, yet confidence in regulatory approaches has reached a critical low. Analysis from The Payments Association’s 2025 Financial Crime 360 conference reveals that whilst 75% of payments leaders identify financial crime as their primary concern, only 42% express confidence in current regulatory frameworks—down from 83% in previous surveys.
Fraudsters are innovating faster, regulations are struggling to keep pace, and technology is both a weapon and a shield. Against this backdrop, The Payments Association commissioned its Financial Crime 360 State of the Industry 2025 survey to capture the realities facing professionals on the front line of financial crime prevention. The research draws on responses from 158 specialists worldwide, with a strong UK focus that reflects the market’s position at the heart of European financial services.
Authorised push payment (APP) fraud is one of the most significant threats facing consumers and businesses today. This whitepaper by The Payments Association examines how fraud develops in practice, from initial exposure through to financial loss, and explores whether current accountability frameworks reflect that reality.

Accessibility
